There are lots of possible causes, such as third-party antivirus, drivers, other programs If the pc is compatible with the latest Windows 10 build it would be better to contact the pc manufacturer to verify this , I'd suggest to try to create a new user account and check if the issue persists or perform a "repair upgrade" reinstalling Windows 10 on itself. This usually helps most of the times.
